So there is a T and an F on the flywheel. You need T(op) for adjusting your valve rocker clearance and at F(ire) your points should open. This is the default setting. From that point you can experiment with letting it open a smidge later or sooner.
Regarding the baseplate, I can remember this from my Puch moped that I drove when I was young. Was handy to have, but also a real pain to adjust.
Very true, however not everyone has such a tool, me included.
