The spark timing is partially set with the gap indeed. The cam is always in a fixed position. (forget about advancing for now).

So there is a T and an F on the flywheel. You need T(op) for adjusting your valve rocker clearance and at F(ire) your points should open. This is the default setting. From that point you can experiment with letting it open a smidge later or sooner.

Regarding the baseplate, I can remember this from my Puch moped that I drove when I was young. Was handy to have, but also a real pain to adjust.

An impact driver with socket will undo that flywheen nut easily without having to lock it.
